Brutallus Burn Targets Custom Debuff not working?

Hi,
On my healbot frames I tried adding the Brutallus burn debuff in the custom debuffs, but it's not working. (I did the same thing for Fire Blooms on KJ and it's working as intended). At first I added only tbc.wowhead.com/spell=45141/ but it didn't work so I also added tbc.wowhead.com/spell=45151/burn and tbc.wowhead.com/spell=46394/burn as I wasn't sure it was the right one I had added, but it's still not working.
Does anyone have a fix for this please as I'm assigned to heal burn targets and it's kind of difficult with no indicator on the frames

Thanks Strife, that could've been it. I've been setting the Cast By to Enemy, so I'll try with Everyone.

If burn comes from the boss then it is an enemy caster.
If it jumps from another player then it is a friendly caster.
